EC spending

      EC Embarassedof a community association spend more than approved at the AGM, although  the extra $ came from savings of other expenses (over budgeted at the AGM) in the same category. In the end, the sinking budget is still balanced & no planned expenses lost out. There is nothing i can find in the community land management act to restrict spending on approved estimated project, please show me otherwise in the Act. And what does schedule 1, clause 13 (2) means?
