I live in an old building (over 100 years) and am looking at putting new light fittings in, my electrician tells me that i need to to earth the fittings, who is responsible for this me or strata?

Owners Corp has a duty to maintain and repair common property which means providing a safe (ie earthed) connection to your fuse boxes. After that, any wiring solely for the purposes of your apartment, is your own and it’s up to you to make sure it’s up to date.

By the way, this is subject to whatever it might say in the specific by-laws of your building.

The electrcial wiring rules (AS3000) do not require existing installtions to be upgraded if the only purpose is to repair the exisiting installation. It is considered that replacing light fittings is just a repair, so an earth wire in not required.

I suspect that your electrician is playing you for some more work and money. Find another electrician

umm, so kaindub your saying that if someone wants to put up a fluro light fitting for example, that the sparky is wrong for correctly telling the owner that the fitting MUST be earthed and is just trying to dip into the owners pocket?

My electrician is a friend of mine so I would suggest he is not just trying to dip into my pocket. I have also discussed this with the light fitting supplier who agrees with my electrician that if i put in a fitting with metal parts and no insulation then it needs to be earthed otherwise could cause electrocution.
