Failed waterproofing in bathroom who is responsible

      One of our residents has water leaking through a common wall from a bathroom on the other side. The engineer has noted that the bathroom needs to be waterproofed properly. I would assume this is a strata issue. Any help appreciated please. I can’t actually find this issue on any searches.
