          Our Chairman advises that after significant testing the lowest quote is around $30K (for 32 windows).  Apparently because the windows are steel/casement the glass breaks when any drilling into the metal occurs.  Some type of cheap bars i.e. compliant but below normal security standards would seem to be the answer but may not be commercially available.  There seems to be more than a few of these windows around; we’d be interested in others experience (and suggest not waiting until late 2017 to start getting quotes).
