How soon should I reveal reno plans?

      We have an EGM coming up to talk about the Special levy for fire order and I would like to propose something at this forum. I have a top floor apartment with my own roof top and want to propose putting in a spiral staircase to connect the roof to the balcony on the apartment level.  I don’t want to spend money on architects and engineers yet, what I was hoping to achieve was an initial green light from the owners that they agree to the principle of me putting in a staircase subject to it meeting satisfactory structural, engineering and insurance criteria etc, and once I have this principle agree that I then start the process. Is this how it works and if so what do I need to do next?

    PLEASE ... If your property is not in NSW, mention its location (state). Don't identify companies or individuals by name. Don't mention or promote your company or services. Keep acronyms and initials to a minimum.
