My wife and I own an apartment in Melbourne. Our apartment is on the 8th floor and two sides are floor to ceiling glass. The existing tenant is leaving. They had replaced the sheer curtains in the living and dining rooms with block out curtains. Victoria consumer affairs has updated their minimum standards to state ‘
Windows in rooms likely to be used as bedrooms or living areas must be fitted with curtains or blinds that can be closed, block light and provide privacy.
We plan to get a new tenant. We prefer the sheer curtains which most (resident) owners have. They give us privacy but filter the light rather than blocking it. As one can see from the attached photo, when the blocked curtains are closed it is very dark inside.As we are planning to rent the apartment to a new tenant, are we required to keep the blocking curtains for them or can we put back the previous (but in good condition) sheer curtains?

The regs say block light, not filter or reduce. You have to wonder why they felt the need to add the reference to privacy – maybe to ensure they cover all or most of the windows? I’d stick with what’s there – provided they comply with by-laws about appearance.
