The whole idea of model bylaws is to ensure that each owner abides by them. Through a recent expereince with CTTT I realized making of special by laws is not mandatory and if the majority of the owners dont wont it and you have enough owners on your side “Bobs your uncle”. The general premise is that you do what you like and I will do what I like. Pets – No permission required, aircons – no bylaws reqd, fences, additions to common property – no bylaws reqd, parking in visitors – extra car park for owners. When someone complaints give him/her what they want and lace them with special previliges (or make them think that way). Factionism, racism, presonal favours, wars I have seen it all. There is always some one who wants something that does not belong to them and the words EXECUTIVE committee,Owners CORPORATION makes these office bearers feel really powerful. Make bylaws enforceable rather than go for this self-governing idealogy that simply does not work.

PLEASE ... If your property is not in NSW, mention its location (state). Don't identify companies or individuals by name. Don't mention or promote your company or services. Keep acronyms and initials to a minimum.
