Hello. I am new to this.

There are 30 lots in this strata in NSW. So the quorum is seven and a half. Is this rounded up to 8 or down to 7?

It’s eight. the Act refers to “not less than one-quarter” and seven would be less than a quarter.

However, bear in mind that under the new legislation, if a quorum is not present at the appointed time a general meeting is due to start, those in attendance only have to wait a half hour then declare themselves to be a quorum.

PLEASE ... If your property is not in NSW, mention its location (state). Don't identify companies or individuals by name. Don't mention or promote your company or services. Keep acronyms and initials to a minimum.
