My new building has a shared laundry area in which to connect your own appliances. If there are no by laws or special permissions for use of this space, how do I go about getting my machine in there. There doesnt appear to be enough spaces for everyone. Do I ask the strata manager or the EC? Do owner occupiers get preference over tenants?

Politely ask the strata manager or EC member in the first instance but tell your landlord that you are taking this action.  If you get nowhere, make it clear to your landlord that they have to do something.  This is part of your tenancy agreement and you can't be squeezed out of the laundry just because you are a tenant.
