switching the position of the toilet and shower

      Hi, I want to switch the toilet and shower around. Currently it is shower, toilet and tub against one wall. The reason why I want to relocate the shower nearer to the tub is to limit the wet areas, and the tub is facing the only window in the bathroom. I plan to put in a glass door sectioning the tub and shower off and a gutter to drain the shower water away. Do I need any special approval? I'm in Sydney. Also, with laminate or tile flooring there is always the requirement with sound proofing. Do I need to take this into consideration with the bathroom?
