We live in a fairly large strata apartment block and the hot water supply is very intermittent.
We are told by the building manager that the issue is with the thermostat mixing valve which is failing due to age and quite a number of apartments are facing the same issue.
Apparently these valves are located within each apartment and as such the BM says it is the individual owner’s responsibility to pay for their replacement. Is this correct?

I am guessing that your building has a common hot water boiler and the hot water is reticulated to each unit.
Its not clear cut since the situation is not directly covered in the strata act. However given that the valve is located in your lot and services a single lot, it’s the owners responsibility.
Its analogous to the circuit breaker board in your lot. The board is lot owner responsibility.

True, except if the pipes are inside a common property wall, in which case they are common property and the responsibility of the owners corp (according to the Fair Trading Common Property Memorandum).
