I live in NSW in a modern apartment complex in a lower level apartment that has a swimming pool that is open all year round for swimming by residents.

The pool has a pump room and heating plant in the basement of the building, in the car park below.

The heat pump when operating is vents over a snake-coil driveway so it does not affect incoming, exiting or parked motor vehicles. The noise is a very loud roar in the basement level.  The basement car park is hollow.

There has always been a low vibration in the building. Lately the vibration has become much louder and it destroys the the comfort I would normally enjoy in all rooms of my apartment. The vibration emanates from pool heater in the basement. It is not possible for me to block this noise out.

The vibration comes through basement up the concrete walls through the outside walls of my apartment and the my concrete floor (carpeted). The problem has been manifest for about two winter seasons now after a repair to the heat pump about three years ago. Seems a major problem to me.

Building management has the machine on a timer or thermostat or both that triggers the on/off mechanism periodically including late at night. Its always difficult to fix the timer on the heat pump. There is always an issue here and no simple quick fix.

Local Council Regs apply to the night heating which will give relief if the Owners Corporation complies with the rules. Not always the case.  

I have read the other posts on swimming pool especially the other post on heating to 27+ degrees and note the Owners Corporations duty to maintain common property.

I note the opportunity to have the pool shut down over winter with a special resolution at an AGM, but no chance of this in the near future. I do not have the time to lobby other residents to gain support for the issue. However, how do I put a resolution for this to the Owners Corporation and must it go via an Executive Committee meeting first? Our electricity costs are high.

An ordinary noise complaint will be defended or made difficult by time delays with executive committee meetings and fully expect that I will be made to prove that the problem exists. What sort of noise specialist do I contact for this and to prove the nexus?  Do I need to contact several? 

How I can best be helped in this situation to live comfortably in this apartment?
