What is stratum?

      Would like to know if someone could give me the definition of “stratum”?  Have googled but many answers, all different.

      On the plans for the registration of this complex of townhouses, it states that “The stratum of the courtyard areas extend from 1 metre below to 3 metres above the upper surface of their respective lots except where covered or concrete paved.”  

      What exactly does stratum mean in this context?
