A tenant has a car which IS registered and remains stationary in a residential car space.

My question is when does parking turn into “storage”?

When the tenant moves out but the car doesn’t. Is the tenant entitled to park there? If so, it is what it is.

My overpriced 2c worth would be to ask that it is kept clean and tidy so as not to affect amenity in the complex. I know how annoying these can be if left seemingly abandoned but registered, remaining dirty, with flat tyres, in poor repair or untouched junk on view inside.

Our by-laws say parking is only for “roadworthy motor vehicles”. Maybe that’s where the answer could lie.

PLEASE ... If your property is not in NSW, mention its location (state). Don't identify companies or individuals by name. Don't mention or promote your company or services. Keep acronyms and initials to a minimum.
