Who is responsible?

      I live in an apartment that is 5 years old and my neighbor bought a unit as a first owner which has a courtyard approximately 100sq meters covered with synthetic grass of which 25 per cent is lifted up whenever there is a strong wind blowing, there have been 3 attempts to rectify this problem, my question is: Who is responsible for the repair of the grass…if the builder has tried and failed, is it the responsible of our strata?

    PLEASE ... If your property is not in NSW, mention its location (state). Don't identify companies or individuals by name. Don't mention or promote your company or services.
