Withholding levy fees

      I have refused to pay a levy due later this month, unless works following a previous levy paid for another project have been completed to our satisfaction.  We are still waiting 3 months on for new gates to be functioning properly – at present some gates you cant get out, and others don’t close at all!

      We live in South Melbourne

      Are we able to withhold funds legally?

    PLEASE ... If your property is not in NSW, mention its location (state). Don't identify companies or individuals by name. Don't mention or promote your company or services. Keep acronyms and initials to a minimum.
