    Thanks for the replies. The previous owners of the strata installed the sprinklers.

    Kaos I do not know who is responsible, especially if the front verge is not part of Strata property. 

    Has the owner tried putting a notice under the wipers of the cars or a notice (that people can not trip over) on the verge?

    Some local Councils (Local Government Area) fine people who part on a front verge, adjacent to the road. Cars parked on the verge could be reported and see if they are fined.

    To stop the parking I would make it more obvious it was a garden.

    It seems acceptable when seeding new lawn on a verge, or planting new plants, to put a string enclosure around the verge about knee high to keep people off.  Why not try that once the sprinklers are replaced?

    If it is an area with not much street parking and not enough parking in the Strata, the owner will need to be creative to protect their investment.
