Ex-chair given power to run block

      I am on the committee in an 8 apt block. Our chairperson does not live on the property but an ex chair is still given full reins to make decisions that no one else is even aware of. Her vote carries more weight than anyone and there are NO discussions etc. The yearly AGM is the only time we may ( not always ) come together. Investors are not interested so I am told. What do you do???  39 yrs this has gone on – our block is shabby run down and embarrassing. Any clues??
