Enclosing electricity meters in garage

      We live in a duplex with another couple living upstairs. While we were overseas last year, without our knowledge, our upstairs neighbour moved his garage door forward thereby enclosing part of a wall of common property where the electrical meters were situated. Now we have no access to our electricity meter and neither do the meter readers.
      Would like to know what is the appropriate course of action?

    PLEASE ... If your property is not in NSW, mention its location (state). Don't identify companies or individuals by name. Don't mention or promote your company or services. Keep acronyms and initials to a minimum.
