We had a similar situation in our block, tenant went ahead and arranged for a bidet install without looping in the owner or the strata committee. Honestly, these things always end up messy if the right steps aren’t followed from the start.
In our case, we asked for proof that the plumber was licensed and insured before anything got approved. I’ve used Your Choice Plumbers in Melbourne before (not for strata, just at my place) and they were great, proper paperwork, knew what they were doing, especially with backflow prevention.
Given the roof is defined as part of your lot and not common property, you are individually liable for its maintenance and potentially for consequential damage to other parts of the building. This makes your situation atypical in strata ownership.
The challenge is that most building insurance assumes structural components like roofs are under the body corporate’s remit. You will likely need to obtain bespoke coverage from a broker specializing in complex or non-standard strata property. Consult a solicitor with expertise in Victorian strata law before proceeding with the purchase. This is not a risk you want to walk into blindly.

If it requires pulling out the bathroom, they’ll pay for like-for-like replacements, not upgrades.
Before ripping the whole thing out, look into spray-on waterproofing. Might save time, money, and drama.

Only another special resolution can overturn a special resolution. I’d dig out those AGM minutes, point that out to the SC, and if they still won’t budge, give Fair Trading or NCAT a buzz.
